Following years of declining activity, Somali piracy has reemerged as a threat in 2026, particularly during the second and third quarter of the year. This resurgence has taken place as disruptions to shipping in the Gulf of Aden and the Red Sea have placed additional demands on international naval forces, while Somalia’s limited capacity to secure its 3,300 kilometers of coastline has constrained its ability to deter piracy. In this increasingly challenging security environment, Somali piracy networks have exploited these vulnerabilities to intensify their operations in pursuit of ransom payments. Between late April and September 8, 2026, attempts to hijack vessels and hold their crews hostage increased, with eight hijackings reported. In response, on September 19, 2026, Abdulkadir Mohamed Nur, Speaker of Somalia’s House of the People, called for stricter legal, institutional, and security measures to combat piracy and hijacking and strengthen maritime security along the Somali coast. His remarks followed the Senate’s passage of legislation on September 9, 2026, aimed at combating piracy and preventing hijackings.Key DriversSeveral factors have contributed to the resurgence of Somali piracy:1. Weak maritime capabilities and persistent coastal security gaps: Somalia’s limited maritime security capabilities have been a major factor enabling the resurgence of piracy. Securing more than 3,300 kilometers of coastline poses a considerable challenge for Mogadishu, particularly given the coast guard’s limited resources and operational capabilities. These constraints undermine its ability to maintain continuous surveillance of territorial waters and respond rapidly to maritime incidents. The coastal security environment is further complicated by the presence of multiple armed actors in certain areas, limiting the government’s ability to exercise effective control over its maritime domain. These gaps create opportunities for piracy networks to operate beyond effective surveillance and enforcement.2. Exploitation of maritime insecurity caused by Houthi threats: Somali piracy networks have benefited from deteriorating security conditions in the Red Sea and Gulf of Aden amid escalating Houthi attacks on international shipping. These attacks have compelled international naval forces to devote greater attention and resources to containing the Houthi threat and protecting shipping routes. As multiple maritime threats place increasing demands on these forces, they have had to reduce naval patrols and security coverage off the Somali coast.Against this backdrop, the International Maritime Organization (IMO) recorded 24 actual or attempted incidents of piracy and armed robbery against ships in the Red Sea and Gulf of Aden between April and early July 2026. IMO estimates for the period from April to late August indicated that pirates were holding more than 90 seafarers aboard six vessels. Subsequent reports put the total number of hijackings carried out by Somali pirates at eight between late April and September 8, 2026.Nevertheless, some international efforts to contain the resurgence of piracy are currently underway. These include Operation Atalanta, which continues to monitor piracy activity and coordinate responses with naval forces and regional partners. In July 2026, the operation worked with Indian and South Korean naval forces to secure the Golden Arsenal following reports that the vessel had come under attack northeast of Bosaso.3. Limited economic opportunities in Somalia’s coastal communities: Somali coastal communities continue to face limited employment opportunities and few viable sources of income amid sluggish economic growth, widespread poverty, and insufficient job creation. According to World Bank data, approximately 500,000 people enter Somalia’s labor market each year, while only around 80,000 jobs are created. Drought, declining aid, and rising living costs have placed further pressure on household incomes and livelihoods. These conditions have been particularly difficult for coastal communities, where many residents depend on fishing and related activities. Limited economic opportunities have therefore helped create conditions conducive to the resurgence of piracy, as the financial rewards offered by illicit networks can make participation more attractive.Pirates continue to rely on ransom payments as a primary source of revenue and financing for further operations. Rising oil prices have also increased the economic value of oil tanker cargoes, making them more attractive targets and strengthening the financial incentive to attack vessels carrying higher-value shipments.4. Evolving tactics and operational capabilities: Somali pirates have demonstrated increasingly sophisticated tactics during the current wave of attacks. Their operations are no longer limited to small boats launching attacks near the coast. Instead, pirates have begun using previously hijacked vessels as motherships, allowing them to approach targets farther offshore before deploying armed personnel in speedboats.Piracy groups have also adopted more advanced communications and surveillance technologies. Recent attacks have reportedly involved the use of Starlink satellite internet services to track potential targets and maintain high-speed communications among pirates. Their weapons have included AK-pattern rifles and, in some cases, rocket-propelled grenades (RPGs), increasing their ability to intercept commercial vessels. These tactics were illustrated in how they used the hijacked vessel MV Sward as a platform for attacks on other ship before they set it free on September 11, 2026. In one incident, pirates reportedly used the vessel to draw near the MV Lutuf before sending armed men on board.Such practices indicate a shift toward more flexible piracy operations capable of reaching targets farther from shore while exploiting available maritime technologies and resources.Potential ImplicationsThe expansion of Somali piracy could have several significant consequences:1. Rising shipping costs and threats to trade and supply chains: The resurgence of Somali piracy could increase maritime insurance, security, and transportation costs as shipping companies strengthen protective measures or reassess their routes to reduce the risk of hijacking. Such adjustments could lengthen voyages, raise operating costs, and place additional pressure on global supply chains. The consequences may extend beyond the shipping industry to economies in the Horn of Africa that depend to varying degrees on maritime trade, ports, and trade-related financial flows, particularly if piracy persists alongside security disruptions in the Red Sea.2. Growing demands on international naval deterrence and response capabilities: Increasing piracy threats are likely to place additional demands on international naval forces, which may need to intensify surveillance, vessel escorts, and responses to hijacking incidents while continuing to address Houthi threats and disruptions to navigation in the Red Sea and Gulf of Aden. This challenge is compounded by the presence of multiple armed actors, smuggling networks, and overlapping regional and international interests in the maritime domain. These factors broaden the range of potential threats and complicate decisions about naval deployments and deterrence priorities.Continued exposure to these concurrent threats could therefore increase the cost of naval deployments and require resources to be distributed across multiple operational theaters. This may place additional stress on the ability of international forces to sustain effective deterrence against piracy while responding to other maritime security challenges.3. Mounting pressure on the Somali government to combat piracy: The resurgence of piracy is expected to increase pressure on the Somali government to accelerate the development of coast guard capabilities, strengthen surveillance and law enforcement, and improve the protection of its territorial waters. These efforts will also need to be accompanied by support for coastal communities, measures to prevent the depletion of fisheries, and action to disrupt sources of financing for piracy networks. Providing alternative livelihoods for local populations will be particularly important in reducing their vulnerability to recruitment by pirates. Combating piracy therefore requires not only stronger security capabilities but also measures to address the economic and social conditions that are behind its persistence. On September 19, 2026, Abdulkadir Mohamed Nur, Speaker of Somalia’s House of the People, emphasized that piracy had damaged Somalia’s international reputation, hindered the development of its maritime economy and legitimate fishing industry, threatened coastal communities, and undermined confidence in the security of Somali territorial waters.4. Expanding Türkiye-Somalia cooperation against piracy: The growing activities of Somali piracy networks could increase Somalia’s need for external assistance, potentially leading to closer security and maritime cooperation with Türkiye. In 2024, the two countries signed a defense and economic cooperation agreement under which Türkiye pledged to support Somalia’s maritime security and develop its capacity to protect its territorial waters and combat illegal activities, particularly piracy. This cooperation has already taken on an operational form. In August 2026, Turkish and Somali forces freed the Lutuf approximately two weeks after it had been hijacked. According to Somalia’s Ministry of Defense, the operation resulted in the destruction of four boats and the deaths of 14 pirates.Turkish forces also supported surveillance of the operation using drones and helicopters, illustrating a shift from capacity-building toward direct operational involvement in counterpiracy efforts. If the current wave of piracy continues, Türkiye could expand its support for Somalia in maritime surveillance, training, and the development of the Somali coast guard’s operational capabilities, particularly given the country’s limited domestic resources.ConclusionThe current resurgence of Somali piracy poses a growing threat to maritime security and commercial shipping, particularly in the Gulf of Aden and the Red Sea, where it could increasingly disrupt international navigation in the coming period, Nevertheless, the threat can be contained if efforts to strengthen Somalia’s maritime capabilities are accompanied by sustained international deterrence and coordination, alongside measures to address the economic and social conditions that contribute to piracy.
